Basically, it fixes a lot of what some people view as problems on LJ. There are no ads, the management doesn't randomly decide to delete the accounts of people interested in gay fanfiction or ban user icons that depict breast feeding, no matter how modest they might be.
Additionally, LiveJournal is a pretty old interface, so they fixed bugs I don't really understand, and even did other things so that they make more sense: ie, adding someone's journal to your reading list doesn't automatically give them access to all your private entries, and giving someone access to *your* list doesn't automatically put them on the list of journals you read every day. This can be done with filters on LiveJournal, but DW makes this (and a few other things) a lot more user-friendly.
