DR FRED THEORY! It was her plan and, as evidenced by Victor and Sierra still sleeping facing each other, it failed. My current working theory is that she set it up so that the Dollhouse would think the problem would be fixed, but that it actually is just making it fester so that it will eventually be a bigger problem.
