I don't think it's necessary for Watanuki to live in CCSakura's world. Watanuki could easily recognize the scepter from another experience--perhaps it's a popular TV show, for example. Or um, something vague with hasn't been properly explained to the readers yet because CLAMP keeps stalling on their publication dates. I lean toward the latter.
